It has already been shared with our contacts in the EU, the US, the UK, Canada, and Australia.
Those who organize censorship must face consequences.

Engaging with BigTech

We already have meetings scheduled with representatives of major technology companies.
Among other demands, we will push for the removal of the MAX messenger from app stores.
MAX was specifically developed by the state for surveillance and censorship. Without MAX, it will be much harder to fully block Telegram and WhatsApp.

Filing a Lawsuit

Legal Team

We are filing a lawsuit in a Russian court over the blocking of messengers.
Even under Russian law, there are no legal grounds for mass internet blocking. These actions violate freedom of speech and the rights of millions of citizens.
We understand the lawsuit will likely be rejected. But it will serve as documented proof that this blocking is politically motivated — and that the entire system protects those responsible.

Talk about internet restrictions. Criticize them in social media and in private conversations.
Help friends and family bypass these restrictions and explain that this is direct state censorship — not «necessary measures».
Stay connected 💚
To establish responsibility, build a documented record, and increase pressure — both domestically and internationally. For outside observers, challenging unlawful government decisions in court matters.
Targeted sanctions hit censorship organizers personally: travel bans, frozen assets, restricted international ties. The ACF has extensive experience advocating for personal sanctions against Putin’s inner circle — and these measures are among the most effective.
Putin cannot simply shut down the internet — that would trigger public outrage. Instead, the authorities are forcing people onto platforms they control: VK, Rutube, and the MAX messenger.
The authorities can only fully block Telegram and WhatsApp if they succeed in forcing people onto MAX. Taking MAX out of app stores undermines that strategy.
